HOW S.C. RULING OPENED FLOODGATES FOR PARTY-LIST GROUPS NOW AT CENTER OF PHILIPPINE CORRUPTION SCANDAL

The party-list system was instituted in the Philippines to provide legislative representation for marginalized groups. But a 2013 SC ruling that overturned that idea opened the floodgates for interest groups such as public-works contractors, who are now embroiled in a massive corruption scandal in the Philippines.
